I'm not sure if anyone can help with this since my laptop is around 5 years old, but I hope soneone can.

After installing a new HD and reinstalling a new version of Windows, my CPU fan seems to lag my computer when it is spinning

I recently installed NHC and noticed that my CPU temp fluctuates from 54C to 60C in a few seconds, and then goes back to around 54C. I noticed it correlates with when my CPU goes from 800hz to 1200hz. Is there a bug with the speedstep technology? Is there anyway to correct this? It's bothering me because when the temp rises, my CPU fan starts spinning and lags my computer. This never used to happen, but I got a new HD and reinstalled windows, and not it's started. Can someone advise on this.

That temperature fluctuation is somewhat normal. Have you cleaned out your fan recently? I suggest a quick read through of the cooling guide. Cleaning the fan and maybe a cheap laptop cooler would help keep the temperatures low enough to have the fan off more often.
