Anyone know how I can use this cheap 4K TV This 39-Inch 4K TV Only Costs $700 at full resolution with my Vaio Z3 (possibly with some kind of dock or adapter)?
And would it be at a practical to use it as a regular monitor?

In a word, no.
Refresh rates under current HDMI specs are not high enough to support the refresh rate for these panels to be effective as computer monitors. HDMI 1.4 only supports 840 × 2160p at 24/25/30 Hz or 4096 × 2160p at 24 Hz. This would lead to a poor image with flickering and don't even think about gaming on it. I tried this with my 84" Sony and it looked crisp, just unusable with the low refresh rate.
This isn't a Seiki thing, the new LG, Sony and Samsung screens have the same limitation. Samsung decided to put the computing guts from their new 4k's in an external box with the impetus to give users an upgrade path once the next rev of HDMI comes out, which was pretty smart.
Regardless, I don't think Sony has a lappy that could push the res anyway. I had a hard time getting my workstation to push the Sony 4k with a GTX780. -
I use my laptop for web browsing and development so refresh is not an issue. Is there any way to get 4K resolution using my laptop?

I don't know if you understand what I am trying to tell you about the refresh. Browsing, and thereby scrolling will strobe to a point that you will get sick or have a convulsion. OK, not that bad, but you hopefully get my point.
I don't think the Z3 has enough muscle to push a 4k. I know there is an excellent post on this forum about a guy who managed to get his 30 2650xwhatever monitor working with his z. Search for that thread.
Regardless, there is a reason why the first 31" made-for-computer 4k monitors are 3,800.
One of my buddies bought the 50" Seiki screens and loves it AS A TV. It is a bit washed out for my tastes, but I am picky
If you want one, go for it. Just don't complain when it gives you migraine headaches
