This notebook has only one USB 3.0 port. It doesn't recognize when i plug in a 3.0 device and only works as 2.0 when i use a 2.0 device. I made a clean install with Windows 8.1 and installed all drivers (everything is fine at Device Manager), but the problem still occurs.

    The model is VPCSB25FB/B

Hmm i would check BIOS settings, and make sure any of the USB 3.0 physical connections are not damaged.
