as the title says because i was looking over at the VPC-Z12 leak page from Australia it shows that only the 1920x1080p screen has the 96% Adobe RGB coverage. Is this just australia or is the 1600x900 screen offered by Sony everywhere else (US & UK specifically) 96% Adobe RGB as well?

Only the 1920x1080 screen features 96% Adobe RGB (regardless of region).

How does the 1600x900 compare to other screens in the market....settting aside RGB.....how would you guys RATE the 900p screen?

It's a TN display, which means it has very fast response times, but very poor vertical viewing angles, and occasional visible dithering for certain darker shades.
All in all, I say it's excellent for desk top publishing work (due to the high DPI), great for watching videos or showing presentations due to it being very "vivid" (marketing term for "oversaturated").
However, I find it a very bad choice for Photoshop/Lightroom work, due to the oversaturation, banding, poor viewing angles, and non-smooth gamma curve making it very hard to calibrate properly. Don't expect the colours on the display to match the colours in a print-out, even if you use an external calibration device (like an Eye1 or Spyder).
VPC-Z11-96% Adobe RGB coverage, 1600x900, 1080p or both?
