As title and attached picture, the i7 cpu of my Vaio F VPCF1390S dropped frequency to 0.93Mhz after replacing HDD to a OCZ Vertex 4 SSD and then a clean Window 7 install.

And I have tried the suggestions from this thread, it did not work out.
Any help would be appreciated. Thanks in advance.

I don't think it's to do with the clean install...
I would think it's the SSD which is causing the problem
Have you tried switching back to your old HDD (hope it still has the windows) and see if the frequency of the cpu returns to normal? -
I tried putting back the old HDD back, but the result was the same.
I have re-installed all the drivers and they are all up-to-date.
There is one thing I have noticed. No matter how I change the power plan, the CPU frequency stays the same. Does that mean anything? -
Are you running on battery or AC power? Running on battery will never give you max performance. But I think you know that already, just incase.
This is strange, unless you have altered settings in the bios it shouldn't happen. -

It says my i7-3610QM is 2.3ghz to 3.1 , when it`s actually 2.3 to 3.3 , I think the app is iffy.
I ran wprime, but i used ashampoo core tuner to make wprime only run on 1 core, and cpu-z is showing intermittent 3.29ghz
