i just opened GPU-Z to see that
the speeds are: 450 mhz clock speed and 700 mhz memory speed.

arnt the stock speeds meant to be 600/700?

i used amd gpu clock tool to put them up to 600/700 but the fan is constantly on and the temps are about 55-58 constantly.

anyone elses 3650 at these clocks?
    mine is a ATI 3650 HD 512mb GDDR3 version.

Try and use it now, maybe theres been an update or something.
cus iv restarted my laptop 2 times and its still 600/700.

the laptop does make a little bit more noise but not too much.

Little overview of what i did:
    download AMD GPU Clock Tool
Change the engine clock to 600, change the memory clock to 700 and click set clocks. its that easy to overclock it. it doesent change back and if you want the defaults just click restore default clocks.

tempurature wise, the temp before was : 49-53 and there was less sound.

now its constantly 55-57 degrees and a bit louder.

iv tried windows experiance test so far. the gaming performance goes from 5.1 with 450/700 to 5.4 with 600/700.

Ok, iv tested the gpu at different memory and clocks.

At 700 mhz GPU clock and 750 mhz memory:
As you can see its at 100% the same temps as 600/700. it sounds the same as the 600/700 clock. it was at an average of 58-59degrees i would say.

    At 600/700:
At 600/700 its at an average of 55-57degrees id say.

    At 550/700:
    about 54-56 degrees

    At 450/700:
the temp is about 48/9 - 53 degrees.
