My Vaio Z doesn't want to charge beyond 80%. Is Windows misinterpreting 100% as 80%, is it or sony blocking full charging or is it a hardware problem? If it's a feature, why?

Maybe you have Vaio Battery Care turned on? Check the settings in the Vaio Control Panel.

The Vaio Battery care is designed to keep your battery healthy, if you leave your laptop plugged in pretty much all the time this feature is helpful because it's not good to keep a battery charged at 100% all the time.

Just go to the Vaio control center to turn it off if you want.
