I own a Sony Vaio VGN-FZ21Z notebook.
I was forced to reinstall windows and I reinstalled all drivers and software from Sony's website but Whenever I try and watch any downloaded video now I always get specific sections which are pixelly like for example like dots around the edges of things, lines across the screen etc. I also sometimes notice lines as if what I was watching was a grid but can only just notice the lines of some of the squares and that those lines is what causing small sections to look pixelly. Sometimes the video even staggers like full line right across the screen like watching a scratched dvd but that normally only lasts a few seconds and I do not get it all of the time. The quality seems to be fine when I first open the video when it only takes up a small portion of the screen but as soon as I maximize the window so that it fulls the screen I get this issue. I also get this issue when playing dvd's aswell. Here is an image of it:

If you look at those pictures you will see lines and distortion in some areas encase you don't look at the womens nose. It may be a little hard to notice in pictures but it is worse in a video and seeing it while trying to watch a video is annoying especially since you know that the video is hdtv/dvd quality and should not have lines and distortion.
At first I thought this was a problem with my video driver but I have completely uninstalled it and then reinstalled a different version for like 10 different driver versions of my graphics card (Including the one included in the original drivers from Sony's website) but I still get this issue and games and even youtube videos are completely fine so I have ruled out the video driver as a cause. It is just any video I have downloaded (I tested it on videos that I have seen before which were perfect quality and I get this with them to so it is not a quality issue on the specific videos I am downloading.
I thought that It could of been a problem with a monitor itself but if it was why would games be unaffected. I am now at a complete loss to what is causing this problem. I have tried using different players to see if that makes any difference but it doesent.
Does anyone know what might effect the quality of dvds and downloaded video content which does not effect the graphics of games or anything else.

Maybe try playing the same video in Windows Media Player, or in Media Player Classic (non-MS version) and see if you get the same pixelated "jaggies" as you did in VLC. Or try upgrading to VLC v0.9.2, and see if that helps.
