Are you using an OEM Sony battery that came with the laptop or are you using an after-market battery you bought online?
I doubt that battery care function would work on a non OEM Sony battery! I could be wrong though.

    Anyways

    1. Download and install the latest version of Vaio Control Center for you laptop
    2. Download and install the latest version of Vaio Care
    3. Download and install the latest version of Sony Shared Libraries

Also are there any yellow triangles in Device Manager?
Also do you have ISBmgr or the Sony ISB utility installed which checks for an original Sony battery? If not, that might be why it gets disabled when you restart the system.
