Setting boot order is done in the BIOS.

Recovery can be started from within Windows, with one of the Sony Vaio utilities :)

The BIOS, you can enter by pressing the F2 key right after booting the laptop.

Normally, your laptop came with a bunch of programs pre-installed. One of those is named Vaio System Restore (or something similar). If you launch that, it'll begin restoring your laptop to factory default settings (it'll ask you for confirmation first, and you'll have to reboot somewhere).

Did you press it at the right time?
Too soon or too late will result in not entering the BIOS. Try shutting down the laptop and press the power button. Then begin pressing F2 and continue doing so untill you enter the BIOS. It "should" work :)

I think you can download the program from the Sony website a well. Download and install it. Then you can run the restore (assuming you didn't remove the back-u partition)
