    how come CS11 have better specification than cs21?

    CS11 has CPU P8400 , But CS21 has T6400. other specification looks like same. howcome ?

    Because parts have become a bit more expensive, the Yen went up in value (compared to dollar and euro) and the probably got a good deal from intel for the T6400. All that to keep the new models at the same price as the old ones (in euro and dollar). With the faster cpu the new model would be a bit more , say 50 dollar more or something. Also it's probably a nasty way for Sony to make a little bit more profit on their models. So if you can, get a CS11 model.
