Have you installed all the sony utilities? such as setting utility series, control center, event service?
As these are all needed I think for it to work properly. -
Mine works just fine. Did out of the box.

Did you install
1. Sony Firmware Extension Parser Device
2. Sony Programmable I/O Control Device -
Correct, Firestone.
I've got a clean install of Ultimate on my Z1, w works. Install all the drivers first, minus the displays, then install:
Sony Firmware Extension Parser Device Driver: SODOTH-00212580-0042
Sony Shared Library: SOASSL-00209006-0040
Sony Notebook Utilities: SOAOTH-49200000-0042
Then...
NVIDIA GeForce GT 330M Video Driver: NVDVID-00219322-0042
I usually install SmartWi last. -
And make sure you install the video drivers from Sony as others will not work.
Ignore my signature. -

Not trying to contradict Zoinks' advice, I installed the chipset and Nvidia graphics drivers FIRST (according to the installation sequence as advised by Sony here http://www.sony.com.au/support/download/388922/product/vpcz117gg/sectionfirst?subpage=detail) and the switch works!!
how to get the hybrid to work on Z11?
