I bought a Sandisk CF card reader last year to use in a SZ2, both sold now.
Both my 4GB CF cards, one a Sandisk Ultra II and the other a no brand card, could only be read at 2MB/s.

In a Sandisk 8in1 USB card reader I could read the Ultra II at it's full speed of around 10MB/s.

A bit of Googling revealed the problem was with the Sandisk PCMCIA reader with users had swapped for a Lexar reader which solved the slow read issues.

If you monitor Task Manager you'll see CPU usage goes to 100% when the CF is in use.

    Try another card reader.

Use HDTach to run some test on the card in different readers.
