When running at dynamic or reduced, my speed goes to 1Ghz. from the 1.86. Is that right? My Pent M 2.1 reduced hits 800Mhz. No modes, just using normal windows speeds. no speed slowing programs.

The CPU speed comes from the FSB (Front-Side Bus) speed multiplied by a multiplier. Pentium M's had either a 100Mhz FSB (Banias) or 133MHz FSB (Dothan). Since the minimum multiplier of the CPU is 6, that was 600 Mhz as the lowest speed for a Banias (6*100), or 800 Mhz for a Dothan (6*133).

Since the new Core Duo's have a 166MHz FSB speed, that's 6*166 which is 996 Mhz... call it 1GHz.

When my S5 was new I sometimes had the issue of it clocking down to 200Mhz, lol. The system was hardely usable, somehow this behaviour stopped after som time and never reoccured
