Ok, I know it was asked somewhere but I can't seem to get the search to find that post on how to correct this.
I right click on the cd-rom icon to turn-off drive, but it tells me the drive is in use. But I haven't used it, and it'll do this from startup. I also tried changing the power settings to see if that made a difference but it doesn't. Sometimes it'll work.

I only know about one method, works in Vista, XP and probably older Windows:
Everything within "Device Manager":
look for the device (below "DVD/CD-Rom drives")
right click --> Disable/Enable
Verify:
double click or right click to show properties
go to tab "Details"
check property "Power Data"
Current power state: usually D3 = device is off, D0 = on ...
I always have devices turned off I never use - 2nd IDE channel, modem, etc.
This may actually not reduce power demand significantly but it doesn't hurt.

Weird that I would need to go that far. And again, I rebooted and this time the cd-drive will allow me to select "turn off" and it does. And while off-topic on my own post, I noticed that the volum on/off shortcut key doesnt always work either. I hit it, and it just shows the volume slider. But sometimes its switch between mute/volume. Something is messed up.
