I currently use dBpoweramp Music Converter but I'm looking for alternative program that can convert mp3 -> mp3.

I keep all my music at 192kbps so I convert usually 320 kbps music to 192 kbps.

Could anyone recommend me a good program that does this?

Open source program is good as well.

Keep it at 320 its not a big difference and since its already lossy doing a lossy compression again just adds worse to the quality loss.

DBPowerAmp is a great converter though, its the one program I found that could convert from APE to AAC without much trouble.

No. Any MP3 to MP3 conversion is going to further crush the music. That being said, LAME is good and free and Fraunhofer is a licensed encoder available in the paid version of WinAmp. Storage is cheap though, so I wouldn't bother degrading your audio like that.

PS: If space is really at a premium, encode VBR. That way more bits are used where they're needed.

PSS: The graet and almighty Google found this: http://milaa.tripod.com/mp3Comparison/music-sound-sample.html among others...
