I was testing another GPU the other day and, as it was not working properly, I reset the CMOS battery to see if that would have any effect. The GPU still didn't work so I reverted to my old ones.

To clarify, I made sure to restore the time/date and settings in the BIOS, however since doing so i've had some strange behaviours:

HWInfo64 crashes after launch with these error codes,

Steam still runs just fine, but I get an error code on startup,

GPU-Z still seems to work just fine, but gets various errors when starting up,

As far as I know, there are no other issues I have. This feels to me like one of those times where i'm missing something really simple, but I have no idea what. The laptop is an Alienware M17X R2 for reference.

Try deleting the ini file in HWINFO installation directory.

I tried doing that, and reinstalling the program, but the problem persists.

Clean temp files and other junk and run sfc /scannow
One more thing, did you delete HWINFO 64 driver or anything using Autoruns64?

I've cleaned my temp files and ran sfc /scannow - did not report any issues.

I didn't delete the driver, I just uninstalled HWInfo - haven't touched anything else.

Did you check CCleaner Tools > Startup for any suspicious apps?
