How does it look like if you have a 14” laptop with native resolution of 1920x1080 and set the display at 100% scaling with Windows 10?
Would every text still look too small? Do you need to bump it up to 150% scaling?

That’s a personal question. Personally, I have my smaller laptops (12.5”) set to 1080 100% and can read everything just fine at normal screen-to-face distances.

Have settled for 125% in W, & 110% in browser (FF), looks fine for my 'somewhat less young' sight, and allows some distance to display.

What you should do with Scaling is to match the LCD recommend resolution that will insure proper readable text. Scaling doesn't give you better text to read. Scaling will make the text bigger but become out of focus.

13.3" user here. 125% @ 1080p is fine. Though I have it set to 150% because at home I dock my tablet 1m away from my face. When at 100%, I do need to be 60cm away to see everything, but 60cm is about normal usage distance. 14" 100% 1080p should be fine, just a tad smaller than the 100% 15.6 1080p experience I was used to having.

It's purely a personal matter, and it can change over time as one's eyesight changes.
I don't run Windows personally; I'm using Linux on a 17" UHD screen with fonts that most people around here seem to consider too small on a 21" FHD screen. My left eye is currently nearsighted to the degree that at a comfortable viewing distance it works. I boot Windows once in a while just to update it; I don't recall whether I have 150% or 175% scaling set up or what font sizes are set (probably small ones to the extent it's controllable in that environment).
My primary font (emacs and xterm) is 9x15 pixel. On my old laptop with a 1920x1200 screen (before those fool 16:9 screens took over) I use 6x10. So the characters are somewhat smaller in linear dimension but the greater number of pixels improves readability.
