First is about the battery status in taskbar, when Vista loads up desktop the battery manager that allows you to change the mode get freezed and i have to wait a few mins to be able to change it... it's not that much of a problem since its just a few mins but it annoys me.
Second is about the usb icon on the same taskbar, when i try to disconnect an usb device with left click -> disconnect it just ignores mei have to open the disconnect window, select de device and disconnect... i'm TOO used to do it the other way and everytime i try to disconnect an usb i get owned

First problem: Let your OS completely load...this means when the light for HD load is off or starts blinking (next to power on light usually)
Second problem: I ve always used left click on vista & xp .....in your case it means the device is not responding...does it happen always? -
OS should be completely loaded, otherwise it's taking a lot of time, i can do anything, open explorer, programs and it just runs fine, but if i try to pop up the battery thing it starts loading for a while...
As for the usb problem, yeah it happens always, if i do it the other way it works ok, but if i try to left click nothing happens... :S odd -
Every icon will stay white for sometime after the desktop had loaded. -
Vista allows you to actually "use" it while the rest still loads unlike xp.

i've never seen anything like that in Vista (Ultimate) and i'm running on an older (2+ yo) machine. it sounds like you have something set to scan at startup like a/v or a bunch of apps are trying to update or something. basically, at startup there's an app or apps that are configured to do a bunch of work at startup.
i'd bet dollars to donuts that's the problem.
or it's malware
