Which free 3rd party Power Management software that works with XP SP3? It must work with Core 2 Duo and at the very minimum must be able to adjust the LCD brightness.

Such additional features are hardware-dependant. You are looking for a software that works with your computer hardware.
Some laptop manufacturers shipped optimized power management tools with their computers.

My Sony Laptop came with Vista. The XP Version of Power Management that they posted in their site doesn't work.

Okay. XP and Vista/7 are totally different regarding power management. On Vista/7 there are lots of settings available by default, that were only feasible with 3rd party software from the hardware manufacturer.

Since you switched from Vista to XP, you gave up these advanced power management options. You'll have to live with that.

My older Sony laptop that came with XP has quite rich Power Management features including adjusting the LCD brightness and turning off certain components. There must be a 3rd party software out there that can do this for XP.

Yes, that was additional software and drivers from Sony designed for your laptop.

If the manufacturer of your new laptop refuses to provide similar tools, then you are lost.
All that power management stuff needs to be customized for the individual hardware components of that laptop.
