Hi, a hopefully useful tip, on tenforums.com came across a fine post from a guy (successfully) using Task Manager's process priorities to deal with latency plagues, It may be worth spending some time testing this technique. Can't find the post right now but it must be there somewhere! & surely other sources of process priority info on google. One basic rule, avoid Realtime :O)

What audio are you using ? I *kinda* get the feeling you have some sort of USB audio device attached ?
USB and AMD cpu's are a known problem area and this is easily backed up by any simple online search.

It seems to stem from the chipset X570 but may be further spread than that.
