I have AVS Video Converter and what I'm trying to do is download 1920x1080 (I don't want 720p) video clips, converting them from mp4 to wmv and setting them as my desktop background. I use this converter because it is the first converter I tried that gives me lossless conversion to wmv. My screen resolution is 1280x800.
I use the 1920x1080 video and leave all the settings except for aspect ratio which I set to 16:9 and the resolution to encode the video at 1280x800.
When I set it as my desktop background, the video is still 1920x1080 and if you compare the original to the desktop background, the video is "protruding" from the screen, so I can't see some areas.
I've tried setting windows background to center, tile and all options but still nothing.
Can anyone tell me how to fix this or suggest a new program?

I highly doubt your AVS converter is loslessly converting to wmv. If so the file size would be 4x larger than what you started with.
Plus its totally pointless to take a lossy codec and convert it to lossless because you can not gain quality back that you never had.
E.G. Take a 256kb/s MP3 and convert it into a .WAV or .FLAC
I guess your using dreamscene for the backgrounds.
A few things to note.
I do believe dreamscene supports more formats than just wmv, and if so it would be a good idea to use them since wmv is really not so great.
The second thing is that have you ever looked at your cpu usage monitor while running these? The main reason I stopped using dreamscene stuff was because some videos could eat 30% of the cpu just on there own! The larger you try to make the video the more cpu it will take, so its not a bad idea to use a video smaller than your resolution and let it scale up. -
When I mean lossless I don't mean exact same quality but just so I can't tell the difference.
What you said about supporting more than just wmv it supports mpg as well but I can't get it to work.
I know its using tons of idle CPU power but as long as I'm full screen it doesn't use anything -
