Just go to ....Control Panel ......Sound.....and then click the Sounds tab.

Simply select what you want to change and click browse to find the sound you want.

I would use Audacity to create, convert, and resize .wav files from already existing MP3's or what not.

You simply right click on an Desktop Icon, select Properties, Select Change Icon then browse for the photo you want.

Some Program Icons are disallowed or stubborn to change and Non desktop Icons like the icons that show your drives when you click on Computer will require a program to help change. I recommend using the trial of Microangelo On Display which allows you to basically right-click on almost any icon and change it. It also allow you to space the icons, etc: etc:

You probably have to go in and edit the user. Poke around a bit... if it doesn't make sense, don't do it, but most functionality is fairly straightforward in the Windows control panel.

Edit: Oops, thought you were talking about the user icon for logging on. Either way, for most anything in Windows, either right-click on it or go to the control panel, and you should be able to find it. If you can't find it, you probably can't do it.
