When I click on the time and date on the bottom right then click "adjust time and date" instead of opening up so I can change the time and date as expected my laptop opens a timeanddate.cpl in a text editor. how do I correct this? If I go throught he control panel I can adjust the time and date fine.

I'm running Windows 7 Home Premium.

go to desktop, F1 for help, enter " turn system icon on" in search box
customize -- turn systen icon on or off - turn off clock, reboot
turn clock back on, then let us know.

Try a Repair Install? You're almost guaranteed to fix the issue doing this and you wouldn't lose any data. Just have your Product Key as the OS would need to be re-activated when done.
