I noticed that in advanced power save options in windows there is a tab that i can adjust called maximum and minimum processor state, can someone explain to me what these are...... AND (very important) i noticed for max it is set to 50 percent when its plugged in (default). If i put it up higher does this mean my cpu will run faster? thanks guys

I would guess this is Vista? Telling us your OS might help.

Those settings are for improving battery life on the laptop, but for plugged in settings you can set the CPU max speed to 100% and the laptop will be faster.
Be warned though that setting the max to 100% doesn't means it will run at 100% all the time, it will adjust CPU speed as needed, if for some reason you want it to be always at 100% ( not recomended ) you should set min and max to 100%.
