When i open a folder in explorer or in a open/save as menu it scrolls that opened folder to the bottom of window, means i have to scroll to get to the desired subfolders that obviously are below . Windows 7 should make the inverse autoscroll. I open a folder and it should scroll to the top or to the number subfolders that it has inside.

    Any idea, fix?

Usually the folder will be the last opened folder.
You can sort by filetype to make the folder appear first.

I don't understand what you trying to say. If you sort your folder by Type, it will regroup all the files by type, alphabetical order, where all the folders will be on top (or hit Type again, and it will reverse everything so the folder will be at the bottom).

If I really don't understand, maybe a screen shot(s) showing what are you talking about will help.

I think I understand the problem and it is actually expected behavior. It is scrolling down so that the folder containing the selected sub-folder is shown. To get the behavior you're looking for, try selecting the top level folder before expanding it.

For those that don't understand, maybe this will make things a little more clear...
Say I saved a file in C:\Windows\System32\Drivers\etc. The next time the Save As window is opened, the 'etc' folder will be selected in the folder tree (since that is the location I last saved to), but the tree is collapsed. When I expand C:\ in the folder tree, it will scroll down so that 'Windows' is shown. When 'Windows' is expanded, it will scroll down so that 'System32' is shown, and so on. This can cause C:\ or Windows to scroll off the top of the screen, along with some of the first sub-folders at the beginning of the list. To fix the issue in this example, I would need to select C:\ and then expand it. Selecing C:\ first will make the 'etc' folder lose focus and not cause the tree to scroll down anymore.
