there is the Coffee cup software free trial 30 day has templates
    http://www.coffeecup.com/

I started on this (30 days) then moved on. Many free Html editors and php all free! You don't need a program w/templates you can take any HTML web page you like and use that as a template. One free I like is NVU. I like better than Adobe Go live Which costs and I have. HTML is very easy If you want a simple template I will make it for you just say what you want and PM me and download NVU.

When you use coffee cup you can save the Templates even after 30 days (if not allowed I don't want to know)

NVU is pretty good for a free web design application, but I've heard it has some bugs, but I can't confirm it myself.

I personally use Dreamweaver. If you're going to try to learn web design, in my opinion, you go with the industry standard. The same with Photoshop, its the industry standard and you learn with it.

Dreamweaver isn't too expensive if you're a student. Full Student version for $199 US. A bit more than Microsoft Office Home & Student.

though tempted to talk like the pros "notepad for making html pages",

Dreamweaver makes things much easier. its much easier just clicking on the table icon than write
And if you dont want to use tables, Dreamweaver also handles CSS very well.
    Also has built in validator
