I tried window movie maker which doesn't do it. Camtasia doesn't do it either (unless I am missing something, which is entirely possible). So is there any free solution to my frame-by-frame editing needs? I could use some help from you guys, thanks!

Tried Vegas? Probably not the easiest, but i'd say it could do it.

ive found cyberlink power director to be the best but its not free anymore.
there was an offer on here for the full package for free but i think thats over now.
try the 30 day trial versions of all the popular software out there.
that will give you 3 months worth of use. but then of course you will have to buy and they arent cheap.
    cyberlink trial > HERE
    pinnacle trial > HERE
    sony vegas trial > HERE

Actually I can watch a video frame-by-frame in Camtasia...but i have to move the mouse cursor to see the next or the previous frame...I'd much prefer to have it displayed or exported each frame so I can look at them more easily.
