What, video or audio? Free or you're willing to pay?

Total Recorder and Pamela for Skype comes in mind.

Audacity would possibly do the trick as a general audio editing programme - also has a recording feature.

I can vouch for Audacity, though I haven't used it with Skype etc, I have used it for general recording.

If you're using W7 you can use Windows built in Sound Recorder.

You can use any software capable of recording audio. Even Windows Sound recorder will do the trick, but for example Audacity is much more convenient (and it's free open source software).

Here's how to record sound output of a Windows machine (I think this is a guide that works on every Windows version) with any audio recording program: http://www.ontola.com/en/how-to-record-windows-vista-audio-output-sound-to

I think most software you can purchase to record VOIP calls will do just this. Because for economical reasons, it will likely support Skype, and Skype actually uses a proprietary protocol and not standard VOIP protocols. This Skype protocol is protected, so it's actually not that easy to intercept the communication between the Skype endpoints.

Indeed, in most countries you'll have to make sure that your communication partner knows you'll be recording the communication and get his/her permission to do so.
