On Idle, every 5 seconds, my CPU Package C state C3% jumps to about 30-50%
Normally, all the other 4 seconds, the Package C state is usually at C8 85-90%
Interestingly, the CPU Core C0% stays at 0.2-0.5 and fluctuates regardless to CPU Package C3/C8, kind of indicating that its a driver or hardware-level device that is causing an interrupt???. Usually whenever there is a program that uses the CPU, even 0.5% of the CPU in task manager, the C0% rises to 1-2%
Does anyone know whether there is a program that can monitor the wake-ups of the C states?

Solved it. It was related to disk settings. In Regedit I had to go to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\0012ee47-9041-4b5d-9b77-535fba8b1442
And set the attributes of "SEC NVMe Idle Timeout", Primary + Secondary NVMe Idle Timeout settings and set the values to 25% of the default. Seems to be working.
CPU power consumption sometimes drops down to 0.3W and the 90% of the time 90-95% of the Package is in C8 -

I left mine default and have no problem with computer wakup or sleeping or hibernating.
Any program to test which program/device is causing C-state wakeups?
