There used to be a skype portable, but now even the skype portable app wants to download and install.
Is there a version which can be run as is, no install?
I can do this in linux, but on windows...??
Alternatively, is there a free voice chat system on windows that I do not have to install?

I use the version on portableapps.com and there is no installer. They keep it pretty up to date as well.

No.

But as far as I can tell, it self contains the install. Doesn't write to the registry and does not put files in your profile.

Why cant it just be the only file to run?
It used to be like that earlier.
I am using softrare restriction policies. I can run that file, but then it tries to download something, and then SRP shuts it down. -
Call the world | vox.io
See if this suits you. -
or this site: https://imo.im/

Thanks maLente and MadHater!!!!!
imo.im works on skype account!!!!!!!!!!!!!! -
I was under the impression that you were looking to use Skype exclusively?
-
Not necessarily, although its a huge plus.
With imo.im I can log in, using my skype credentials, and call my skype contacts via the web based flash interface. No extra registration or installation required. So essentially, I AM skyping. -

From the short test call, quality seemed good. But I will have to try a longer call to one of my contacts and see what they say.
There are not any advertisements as far as I can see. -
I use imo.im for skype and gtalk. You cannot receive files on imo.im sent from skype. So I also have an old Skype 3.8.0.115 which can be installed and run on Win 7 x64 and uses only 25 megs or so on disk and like 8 megs of RAM.
All versions of Skype can be found on hippo download pages.
Anyway to use skype without installing it?
