    Automatically update time

    Is there a software that can automatically update system time each time windows is started. RTC battery is dead.

    w32tm.exe /resync in a batch file in your startup group should do it (assuming sufficient privileges).

    Here's a small third-party app with a GUI if you prefer that (you want the "Auto sync at program startup" option).

    You could also change the RTC battery - if you don't want to do it yourself, ask a computer repair shop about the costs.

    Prepare to be fleeced though, most of them love to overcharge for the battery itself (usually a standard CR2032 lithium button cell - I get them for 35 Euro cents from an electronics supplier) and what is literally a two minute job (unless you have a case that's welded shut or horribly cluttered, then it may take five :p).
