hhmmm....u cant get all the great features of windowblinds for free but u can get themeing....using either: Vista transformation pack(VISTA), Flyakite OSX (MAC osx), or uxtheme(just a patch).(google them)
all allow themeing using msstyles
one of the best places for msstyles that is free is http://browse.deviantart.com/skins/windows/visualstyle/?view=1&order=5&limit=24 -

The uxtheme.dll patch allows you to choose any theme made for a MS Style...just like silver or olive green. Right now I'm using a brushed metal theme that looks quite nice. I also use a Vista Icon pack for new icons (the xp ones are not pleasing at large sizes).
Also try Vista Inspirat...though I hear the Vista Transformation pack might be nicer...I had good luck with Inspirat and used it for a long time. -
microsoft royale is nice. much better than the default blue. I wouldnt want to change from it now i have it.

You can pick up a number of themes compatible with the uxtheme.dll patch (also linked from there) at interfacelift.
I use one of them in conjunction with Emerge Desktop, which gives you a dock and some other nice features, though it's a bit resource-intensive (gotta love that core duo).
