There is a PowerTool in XP that resizes pictures easily.
If you're looking for a actual software package, take a look at Infraview.

irfannview does all the simple stuff its freeware and super efficant (opens lightning quick and supports almost any image format) it can change file formats, resize ect.

For all the detailed and complex stuff thats what I use photoshop for.

Aside from misspelling the program name above (twice!), I have also heard good things about IrfanView (freeware). Personally, I've had good experience with ACDSee. ThumbsPlus is also fairly popular.

I've been sticking mostly to Faststone Image Viewer for cropping and batch resizing and renaming for the last couple of years.
IrfanView and ACDSee as suggested are great as well (though the latter isn't freeware) - I just prefer the layout of the tools I use frequently in Faststone.

I found the above when looking for a solution for some customers... it is free and works like fireworks. Really nice to be a free app... I've used it off and on and love it... but of course, I don't use it that much since I have FW....
