I used the recovery partition to restore a Dell Inspiron 1545 with Vista Basic to factory settings. Everything went fine until Windows actually started for the first time. A prompt came up asking me to select from three fields, each of which had drop-down options. The fields were: Country/Region, Time/Currency, Keyboard Layout.

The problem is that for the Country/Region field no options are available. It doesn't display a list of countries and with that field left unanswered, I can't click next to move on to the next menu. Any ideas? I'm a little clueless because if this doesn't work where do I get a Windows Vista Basic image? I'm sure a Vista Basic key wouldn't work with Vista Home Premium, right?

You should be able to use a Vista Ultimate iso:
    Windows Vista Direct Download Links

You'll have to do some fiddling to let you choose between versions (I'm not sure if this will work on Vista exactly as stated):
