I'm lending my pc to my sister and i know what she's like when it comes to the internet, and virus's...
is there any software or anyway to block every single website but a select few that i choose to enable?

If you're using Firefox or another browser, then use Windows Firewall settings for the same thing. -
You could also try Windows SteadyState.

use IE's content filter and just choose what to allow and what to deny.

Or, if you just want to block everything, password your account, make her a new one,
delete all the browsers, minus IE, go into IE and force it to use a proxy, make the proxy something that does not exist, or localhost. -

Why not just tell IE to block everything except for a specific sites? Since you have windows 7 and IE 8, you can do that very easily.
Go to "inprivate" setting on the status bar and choose/type in which site you want your sister to access and block all other sites. -

once she's done borrowing it i'll wipe it and upgrade to the new version that came out yesterday -
