Did he reboot and get the same display? Even if it clears up, it looks like it is on its way out.

It isn't dead yet, it is just displaying a nasty case of artifacting and is on its way to being non functional.

Marcham, your friend didn't change the power supply for his LCD monitor right? The monitor might not be getting enough power from the surge protector if its 10amps+ required (like my dang thing).
Or his graphics card biting the dust hard. -
I would tell your friend to hook up an external monitor to see if it's the GPU or LCD causing problems.
