Out of the 8 systems I have updated to Windows 8.1

Only 1 of them, the search settings doesn't produce a result. But using the same keyword in search everywhere works.
Pretty much it reverted back to the basic Windows 7 search menu method which I found annoying, Only the search everywhere works.

Clearing my search index would work for a few hours before it reverts back.

My search pc setting is almost default except search via bing is off.

I did noticed that this rare behavior do sometimes occurs when I make a clean VM of 8.1, once every 15 or so. (Don't ask )

    Example:
Say I'm looking to view devices connected to Windows. I do a search 'view devices' under settings. I get some results with the top as 'Devices and Printers'.
However, I get no results under settings. I do search everywhere, I get everything similar results that doesn't help much.

    Any ideas?

I gave up and created a new account instead.
    And rebuilt my entire settings.
