    What diagnostic software tool(s) do you use to a new/used laptop to make sure that the CPU of the laptop is working properly and not borderline defective?

    intel burn-in, prime 95 (one thread per core), built-in system diagnostics, for starters

    Also, use HWMonitor to check the CPU temps.

    CPU-Z to confirm you even have the CPU you think you do. wPrime would be better to tell if really working up to speed than IBT. If others get much better scores you might have issue with the two previous mentioned. Those are good to run all are good to run as they each give a snap shot.
