    CPU speed not scaling properly

    On Max Performance profile with maximum processor state set to 100%

    The cpu speed is stuck at 1.2ghz on battery power and will not scale to 2.0ghz.
    Once the AC is plugged in, the cpu will magically operate at 2.0ghz.

    Any fix?

    how did you set max processor state, are you sure you did it properly?

    If you had set the minimum processor state at less than 100%, the CPU will scale down.

    I started up two instances of super pi 1m and the cpu speed is stuck at 1.2ghz and won't go any higher unless i plug the laptop in.

    On a side note, both the min and max processor state is at 100% for both battery and AC mode. I tried setting the max and min processor state both through command line using powercfg as well as setting it through the advanced power profile settings.

    and do you have the power scheme selected/active that you modified?

    not only do you have to modify a power scheme, you have to make it the active scheme.

    Have you tried balanced or High per mode on your computer?

    Yes, the maximum performance is the active power power scheme.

    I tried balance mode as well an same thing happens.

    hit control panel|power and reset all of your power schemes to the 'factory default'. make sure that they all now work as expected (as default). delete any user (you) created schemes.

    now create a new scheme. use that one to experiment with.

    Done, and tried everything above. Everything is at default yet cpu clock is still stuck at 1.2ghz max on DC.

    What CPU is this? The CPU might have it's own downclocking in Battery.

    The CPU is intel T7300 in a SONY FZ160E laptop.

    Edit: I have the same laptop as you except with integrated graphic card.

    Make sure you don't have any other Power Saving utility running in the background overriding Windows Power Management.
    The only Processor that has power throttling issues are the old AMD Single Core Mobile Processors not Intel.

    CPU genie used to be installed on the laptop, but it was removed. The only thing left on this laptop is battery bar.
