    CPU stuck at low speed

    I'm trying to troubleshoot remotely a friend's Sony VGN-S660 laptop. It has a 1.86GHz Pentium M CPU that seems stuck at a low speed (~700Mhz).

    Things I've done already that didn't help:

    1. Set the power scheme to "Always on" and "Home/Dekstop".
    2. In VAIO's power options, set the CPU to "Performance".
    3. Installed SpeedSwitchXP and set its scheme to "Max Performance".

    Nothing helped. If I have Folding@Home running (to make sure the CPU frequency has reason to go up if any sort of Dynamic Switching is active), Process Explorer shows the CPU fully utilized, but SpeedSwitchXP detects only ~800Mhz. My Computer -> Properties displays the same thing (700-800Mhz, it varies).

    This is a 1.8GHz CPU, and my friend's Windows runs *slowly*. Any way to force the CPU to run at full speed?

    Have you tried Max Performance when on battery as well?

    No, since the system was plugged in all the time, but maybe it doesn't sense properly when it's plugged in? (Though there were no battery icons or other signs that it thought it was on battery)

    Is SpeedStep enabled in the BIOS?
