I believe what you're looking for is a TV tuner. You can buy these on ebay or amazon for $60 or less.

A tv tuner is designed to plug in your existing cable service to your computer. You can hook it up so that it will operate within your home network, if you like. However if you want to access the content outside your home you would need something like Orb.com or a Slingbox.

Or if you are in a city, you can get a tuner that gets over the air TV.

OTA analog is going. The OTA digital is high def with possibly additional programs per channel.
