From within Canada (no idea about other locals).
Of course these call centre practices are horrible, their outsourced individuals struggle with basic language and comprehension, it’s not usually pretty, and I am far but patient with them.
A work around for dealing with broken English speakers is to select French (or whatever your second language may be). In Canada I can confirm the MS support in French is top notch quality and a model for efficiency I have never associated with MS. While chatting with the girl helping me, I found out she was in the same city as me! Other’s are usually in Quebec.
I have also tried this option with IBM Canada and Toshiba Canada for various pc related issues, and Samsung for my TV issues, top notch again if I don’t use my native language call centre, MS seem to fwd Eng calls from Canada to Bangladesh.

Spanish also works. I'm not fluent in French and Chinese (yet), so I just don't bother calling tech "support" numbers.

Never encountered an Asian accented individual calling tech support. My mom can speak French with a Scottish accent, hilarious and totally irrelevant. Cheers!

Personally I can't be bothered with tech call centres, you get much better help on forums like this, and it doesn't cost you a bomb in phone bills... -
Yeah, but sometimes you have no other choice to call tech support. Some companies offer some great technical support, while others are not quite up to standard. I remember when I called up Fujitsu Siemens technical support, they were quite good. Polite and willing to help.
