Every time I try to boot into safe mode, I get to the welcome screen and then it automatically reboots and goes back to square 1. Usually I can't get back into the F8 menu when it does that. I have to hard restart to get my F8 to work, but it doesn't matter as it just reboots again when I select safe mode again. I am running out of ideas here and am on the brink of just reinstalling windows from scratch.

The reason I am trying to get into safe mode is because my World of Warships client is broken. It's missing ortp.dll and every time I try running the uninstaller or reinstall the game, the program stops responding. So I figured safe mode was my last bet.

    Thanks,

Safe Mode will probably not fix the issue.
I would reach out to the gaming community for World of Warships and ask for someone to send you a link to the missing .dll file.
