When I first got my machine the WEI was 4.9. I just updated my drivers and it went down to 4.1 due to a drop in the Gaming Graphics number.

I also changed the Power Plan since purchasing my computer. Could the WEI be effected by the Power Plan?

I have the Power Plan set to Maximum Energy Saving which keeps the Maximum CPU speed at "Lowest".

It won't affect the WEI, but it will affect the speed of the computer when you use it.

Sure. If your GPU or CPU isn't clocking up I guess it wouldn't be rated as highly, right?

    idk

I'm pretty sure that WEI automatically changes the power plan before it runs.

When you run WEI windows it sets up the best performance options for your PC and that includes changing power plan to

But some Video Cards have their own power settings (Intel) and if they're set to energy star or max power saver it can affect for WEI.

No, When WEI runs, the GPU defaults to max energy settings.
