After installing the drivers for this card, I only see the option (windows devices menu) to connetc it to a WEP network. I'm sure I can use the Intel software to connect to a WPA network but, why is it not allowed by default like WEP?

The site says it definately does WPA. You might just need to set the "network authentication" to WPA or WPA-PSK or such. If it is on "open" or "shared" it will just display WEP -
In the card device manager menu, theres a tab called "Wireless network" and the "Security Options" you can choose are "Open" or "WEP 64/128". So if you want to connect to your router using WPA you have to install and configure software to do it.
The way It should be is letting you choose WPA like WEP, so you can configure it like any other device on the network (in my router or console I just set WPA and that is). -
Are you in Vista or XP? -
You must be using XP, since Vista will install 3945 drivers automatically, and there is no problem connecting to any networks. In XP, if you don't install the Intel wireless connection software, you'll have to install the XP WPA/WPA2 hotfix.

The Intel software isn't bad - I used it and liked it better than the default XP wireless manager. -
In addition to that hotfix, you might want to get the drivers from Intel. That fixed my dad's old dell laptop, when I came home and forced him to use WPA2.

I use WPA2 on my Intel 3945ABG, should work.
