    No, I don't think it's a virus issue.

    If the program starts up with windows, use windows defender and completely disallow the program from starting up. I also suggest a virus scan!

    u might want to play with register key "Auto End Task" and "WaitToKillAppTimeout" .. set them to a lower value

    search the net for it, as i personally dont like discussing registry modifications. But i do use these modified values

    still, there are times some "not responding programs" will take a few try before one can end them (hang). Many users have stated that by clicking the "cancel" button instead of the "end now" within the message, one has a better chance to kill it.
