Try creating a new user account and login with it for testing purposes
I also found this suggestion (If you want to potnetially fix your current account)

in looking for a solution one user said they could right click a picture in firefox and set as background and it worked....not really a solution but you might try that
another said this "I have solved my problem. In C:\Users\USER\ i had all AppData subdisr hidden, I only made visible its and now i can change my wall :O." <- in other words right click AppData and uncheck hidden don't know why it worked but multiple users stated it did
some other links that 'might' help i know they may not apply directly but there may be something you can get out of them to help with your problem

that worked after creating a new user account, is there a way to transfer all my user setting and files to the new user account?
-
Nice yes Plattnnum you can copy it easily - In Windows, what is a user profile, and how do I copy one user profile to another? - Knowledge Base
-
If you create a new user account and intend to delete the other one, make sure that you give admin privileges to the new account or you'll regret it.
-
I followed those instructions however when I highlight my user profile it doesn't say I can copy it. hmm

See this thread about windows enabler http://www.edugeek.net/forums/windows-7/75403-windows-7-profiles-copy-grayed-out.html
It appears http://www.softpedia.com/get/Others/Miscellaneous/Windows-Enabler.shtml will allow this copy to function to work, I just tested it and it does work for me! -
hmm I'm leaving it as solid black for now, I should search the forum to see if anyone else on here has had similar issues.
This is stilll bugging me... -
anyone have any more suggestions?
