Is their a fix to this. Presently my system is unrated because I can never get past this stage. I have looked on here and on google and all I can find is the issue related to VMware machine whatever they are.
My machine is just a regular laptop (see sig). Is there a solution?

Have you tried running with less memory installed?

The video drivers are up to date. Windows is freshly installed. I will try running it with just one stick of ram tomorrow I guess. How did you come to conclusion that memory could be the problem? Would be interesting to know
It worked before with my 8600M GT but since installing a ati 4670 I couldn't refresh and now with a new installation I can't even get a first rating lol I intend to be playing crysis so I hope it won't affect my performance. -

Cheers running the scans now. I also noticed huge performance hits in ati tool. Since installing windows afresh ati tool now at stock clock gets average of 200 frames less. Could this be because it is unrated?

No, the ATITool has no connection whatsoever to the WEI score. The fact that WEI is failing is a VERY strong indication that some drivers are hosed.
Maybe you don't have the chipset drivers installed? Do you have any unrecognized devices in your device manager? Installing Windows fresh requires a fair bit of driver work to get everything kosher. -

Everything works and yup chipset drivers are installed. WEI would stick at the the same stage before I wiped windows too. I think it must be the ATI 4670 which is the problem as it ran in the past with the 8600M GT. Anyways I ran those tests given above with no problems and running of one ram module doesn't make a difference. I even swapped modules and module bays in several configurations to no effect.
I am using the 10.6 preview drivers from scratch. I don't want to use the 10.4 as they managed to screw up the temp sensors on the card. On a different note I fired up crysis at 1024x768 dx10 and cranked everything up to max on stock clocks and despite the fps drop in ati tool from before the windows re-install the fps in crysis are unchanged. Still very fluid.
I am going to run a 3dmark06 test and see if I still score around 7600 at stock everything. If this is the case then my performance is unchanged.
edit: ran it and scored 7616 which is ironically 6 points higher than my last score at stock lol -
Download HWMonitor or GPU-Z so you can monitor your GPU's temps while it is running. Temperature issues is the first thing I check when getting freezes and lockups.

I am not sure if you read my previous posts but checking my temps on the GPU is now irrelavent as they are corrupted and or broken. Until I re-flash my card there is no point in checking them as they are reading the temps a good 50C more than the card is actually running. IE when running 50C the temps read 100C etc

@ Rating, if you have K-lite codec installed, i suggest you to uninstall it, and try again rating, for me was getting same error, its solved after uninstalling K-LITE.

Nope haven't got K-lite installed and never have had. Also I ran the test as soon as both windows and the drivers for the graphics card were installed to minimise the possiblity of software problems causing it. Seems the only fix is to re-install my 8600M GT and rate the system then remove it again and put the 4670 back in again.
