Im logged on as administrator so i dont know WHY Vista wont let me do these. i created an account for my little brother to use my computer sometimes for his homework but now he has his own and i want to delete his account. I cant however.
His account - Standard User
Mine- Administrator
Also i cant dlete Rivatuner even though its in Program Files...it says i need permission

Run command prompt in Admin mode and delete the directory that way. Are there still files in it that are in use by the system? Have you uninstalled the program and are just trying to delete the folder? If you have not already uninstalled Rivatuner I would recommend using Revo Uninstaller to remove it and its registry files and other scraps.

Nevermind, somehow it fixed by a simple computer restart :s

Yeah, there were some files probably still loaded up in the memory so it couldn't be deleted until you removed them from your memory.
Cant manage accounts nor even delete Rivatuner folder!
